He's not going to say that he didn't start it. He's not going to even attempt an excuse. Truth of the matter is, he let his anger get the better of him, and he's slightly not remorseful. Scotty had allowed his actions to speak when he knows his words could spit like fire. One aspect his mother always made sure that he was equipped with -- a flowery vocabulary fit with a certain perspective on the world. So, he greatly anticipates her perturbed viewpoint, and glare as he saunters into her office, arms folding over his chest, and all he can supply is a grunt and a muttering of some form of 'I'm sorry...'
