Enter Ryoga! The Eternal “Lost Boy” Part 2

Going out to the cultural sector was a bit of a hike, especially in this weather. It’d been snowing the last few days, but temperatures had risen just enough for the sidewalks to melt clean, which meant those clouds gathering overhead...
“Man, I really didn’t wanna deal with this today. What a pain.” Ranma hadn’t quite gotten used to how quickly the weather in Hive City could change... Or, rather, he wasn’t quite used to having to care about it so much again. At some point or another, he’d realized that everyone in Furinkan High had either figured it out or were oblivious enough that they wouldn’t know a Chinese dragon if it bit them on the ass, and so hiding his little secret had been less dire than he’d thought.
But, out here, people seemed much more observant if a certain sheriff was anything to go by. Sizing up the storefronts along the street, he heaved a frustrated sigh when he realized he likely wouldn’t make it to his destination in time. Oh well. Might as well duck into one of the other stores and wait out the rain.
As he braced himself to make a run for it, however, something else appeared over his head, a familiar presence coming into step with him. Peripheral vision hinted at yellow fabric on his right, and above, some kind of colorful, patterned material. Neither seemed particularly threatening, but the sound of his voice shocked Ranma into turning to look at the wanderer.
“R-Ryoga--!?”
“What’re you doin’ here--?”
