An interesting tidbit while so much change is happening! Besides wearing a shorter hikizuri, minarai also carry smaller kago as a sign of their rank.  This is one of the ways to show that she is not a full maiko yet, with the third being her obi. However, the smaller kago is only really observed in Gion Kobu and Pontocho as they are the districts who observe the minarai look the longest.
