I noticed that in two of Kibosh's earliest appearances: Spirited Beginning and Haunted Christmas, he doesn't say the word fleshy at all. Either simply human or person. But the way he says it definitely has the same venom to it as fleshy, so it probably doesn't make a difference.

In the original context (Casper '95), fleshy is used as a very childish and informal insult said almost exclusively by the trio. Kibosh is not an informal ghost, the writers of Spirited Beginning at least cared enough to keep that in mind.

All I can get from that is that he doesn't view humans in a... condescending way? That's definitely the wrong vocabulary, maybe more that he just doesn't care for them. Condescending like how the trio likes to scare and mess around with them.

It's an odd role. Actually, no. A cute one. He's meant to be a villain, but the only thing that's really villainous about him is that he's a grouchy bureaucrat... ugh, cutie.........

Something something Kibosh being both a huge stickler for rules... but also seemingly taking things at face value? Like the ghostly trio lying about being related to Casper, but whatever. Maybe he did know, but he was getting sick of the chase. That was the fault of the writers, but I think it could still be something that can add to his character. 

Connected to that, Kibosh is surprisingly lenient near the end of the movie and can casually mention that he's wrong when it's proven to him, which....... the bar is low but still. If the writers wanted to make him prideful, then they could have done that. Maybe make him more disgruntled and just be like ugh fine or something..... but no.... this is very intentional
