According to the Internet Movie Firearms Database, Raylan carries a Glock 17, which has a standard capacity of seventeen bullets. We see Raylan reload just before he leaves the cabin; he then fires, to the best of my hearing, fifteen shots at Pilar and the retreating car. That means Boyd is wrong, and that he does in fact have two bullets left. Which Raylan knows, because he checks--but not until Boyd is out of range.
