Michael still has the ability to ‘turn’ people. Not simply by feeding on them, but by infecting them with his blood. Since he himself is not a ‘true’ vampire, but rather in this living-undead state brought on by a scientific mishap, the people he turns are even less than he himself. They lose all sense of self and are incapable of functioning, simply being driven by almost a zombie-like need to feed. They’re husks of what they once were and incredibly dangerous. 

Obviously he tries to avoid doing this, but sometimes accidents happen and it always leaves him to deal with the fallout of the mess he’s made.
