PC version
Visuals are locked at 720p but there is a Cheat Engine table (only works with certain versions of the game, of course) and/or Flawless Widescreen script to change that. However post-processing, e.g. bloom effects, do not seem to scale correctly on other resolutions.
Check and uncheck the FW script to ensure it applies! This fixes the resolution, but the PC version is seemingly stuck with a low FoV.
To hide the HUD in this version, use ReShade with ShaderToggler.
Xbox 360 version
There are a large number of prototypes out there. Some have debug features - namely click both sticks while in-game to bring up a tools menu. We can hide the HUD, character model, change the FoV, and fix the camera in whatever its current position is.
Interestingly many of these prototypes are actually post-release builds - just pick the newest of those as they have development features intact. Note, on some builds you'll need to press A to skip past a "network warning" screen upon boot.
At the time of writing Xenia is able to integer-scale the resolution. However be warned that certain bloom effects will look incorrect with this enabled:
These prototypes have a "single player art" section with full freecam. This is great but be careful - some scene elements are missing e.g. the torches in Refinery:
Control the camera with sticks, face buttons, and triggers. Click triggers to reset tilt and FoV.
(Not) Extracting sounds
Legends was developed by Eurocom and uses EuroSound 10.
Using Eurosound Explorer we can try to convert streams to ADPCM:
Using File -> Decode Audio File sorta works on PC when targeting Eurocom ADPCM. Quite garbled. Targeting the PS3 assets with Sony ADPCM doesn't error, but it only produces a very small file. Targeting Xbox 360 assets with Xbox ADPCM fails.
I also tried the community's command line tools. es-ima-adpcm-encoder-decoder seems to be for the PC version. es-eurocom-adpcm-encoder-decoder seems to be an older version of that. In any case, nothing happened when I pointed it at EUROSOUND_COM_STR.000.

I used the above info to create a Python extractor script (see Appendix 1), which yields individual SFX files. Unfortunately I could not successfully feed those SFX files into EuroSound explorer, or vgmstream (which apparently supports EuroSound v4).
