May I request their reaction if we ask them for a hug? (Both Pennywise's (separated), and Billy and Stu; if you only write for one character then I'd like 1990 Pennywise) Or maybe... asking them for cuddles before going to bed? Idk I just want some fluff xD Thank you!

Hmmmmm... I'll see what I can do based off of the personalities of each of the characters + headcanons (both general agreed upon headcanons and my own personal headcanons), but of course. It might be a bit wonky since it's been awhile since I've watch all three movies (I'm currently pushing my way through watching all of Supernatural, currently on Season 6)

1990 Pennywise: It would more than likely be confused if you asked it for a hug, due to the lack of fear. Would more than likely try to eat you mid hug unless you have something to protect yourself from getting eaten (like Eddie's inhaler, which if you have that how did you even get it??)

2017 Pennywise: If you asked him for a hug, it would overall be confused (no fear as well, like with 1990 Pennywise), but would give you the requested hug. He likely wouldn't try to eat you, due to the lack of fear as seasoning and its powerless without your fear

Now this is where it gets fun (at least in my opinion)!:

Billy Loomis: If you asked him for a hug, he'd likely think about it for quite awhile. Would you be useful to his plan in some way? Would you be a threat to his plan in the same way Sidney would be? If the answer is no to either question, no, he would not give you a hug. If the answer is yes to one or both questions, yes he would give you a hug, but it would only be to keep up his persona and to manipulate you in similar ways. Same thing would be for if you asked him for cuddles before bed.

Stu Macher: You wouldn't even have to ask him for a hug. He is like a tall and lanky, overly friendly yet murderous/unhinged Golden Retriever in a human body, he holds no clue what personal space is, physical contact is the only thing he knows and its a must. Like with everyone, he'd probably hug you without you asking for one, or without asking if he could hug you. He'd probably lean against you too sometimes. If you asked him for cuddles, he probably wouldn't even hesitate before giving you the cuddles. He would probably get rather touchy-feely though, so bap him on the head with a rolled up newspaper like you would with a dog if you want.
