I think Frank and Mikey are seperated from Ray, Gerard, and the Clerk in the MOAT (which we know to be true) because theyre both problematic. Frank is chronically disrespectful to authority (spitting his pill, nope! sign, ect.), and Mikey keeps fighting back; which we see through him running away each show and defending Gerard during long live, or looking really violent/angry in his prison shot in 2long 2live. so ofc the powers that be dont want them to get any plotting time in with their most exalted vocalist, who is An Important Symbol.
MY THESIS is that they're trying to pacify Gerard on this leg of the tour. He obviously trusts, and is attatched to the Gentleman, so they use the Gentleman to condition him. They put Ray with him like those calming dogs they give anxious zoo animals to keep him relaxed, and let him settle into his role. This is utilizing Ray's kindness, and Gerard's trust in his friends. He resisted last time when they abused him, right? so the ministry has to become a friend this time.
Frank and mikey are shit-stirrers, and the production cant afford for Gerard to become a loose cannon again this year. So they're pacifying him. Thank you for coming to my tedtalk
