You need certain settings before it starts to work: 

1.) Preferences -> Video processing -> General tab, select Condition -> Always use.

2.) Right-click -> Video advanced -> Superspeed or Highspeed have to be disabled

3.) Preferences  -> DVD settings -> Navigator tab, the second “Disable KMP Video transform filter" has to be unchecked, but the first one needs to be checked.

4.) Preferences (F2) -> DVD settings -> Decoder, select MPEG2-Video -> and make sure that the first 'use internal video decoder for DVD playback' is checked

If it's still not working after that - download and replace the filter with this one http://www.kmplayer.com/forums/showpost.php?p=58323&postcount=9 then restart the player and it should work fine!
