To promote its new documentary series Dirty Business: The Sick Truth Behind Britain’s Sewage Scandal, Channel 4 in the UK created this fountain to be on display for 3 days this week, leading up to the series' premiere.
Channel 4 can put some media money behind the video but I assume they will also run it on their network to promote the show.
This article says some of the figures in the fountain depict real people who appear in the series, and adds, "The full campaign includes ad vans that will visit water company headquarters with messages telling them to 'Get Ready for Their Close Up', and appear at beaches where water companies have previously dumped sewage to ask, 'Would You Swim Here?'.
