“In traditional philosophy and religion, God is the source of all authority. He does not govern his creation directly, but through secondary causes. He does not directly heat water but uses fire. He uses the energy from the sun as the source of energy on earth. In a similar way, God governs human beings but through secondary causes which are the human authorities in human communities.
There is, therefore, an analogy between the natural universe and the moral universe. They are both governed by God through secondary causes. In the natural universe, the intermediary cause is determined according to power in a kind of hierarchy. The most powerful source of energy imparts energy to all the beings which participate in this and sources of energy participate more insofar as they contain the power of energy in themselves. In the moral universe, it is not the most powerful as to the form of a being which determines the source of God’s governance. Rather, the source of governance in the moral universe is the most powerful according to truth and goodness. Authority is determined by the one who represents the more universal truth and the more universal common good. The common good of the Church is of a significantly different character that the common good of the state. It is not inimical to the good of the state, but it is of a higher order as it is only finally experienced in heaven in the vision of God in the communion of saints. The common good of the state is of a higher order than that of the family though its purpose is not to supplant the family. The common good of the economic community or business is an adjunct good to the good of the family. Through the family wage and the goods and services provided by the business community the family is sustained. This is necessary for the good development of the state.”
