Headcanon: Rebellion
Being from 8, Olesya grew up listening to whispers and rumors of uprisings, and revolutions. Tales about the Dark Days and the first rebellion that led to the creation of the Hunger Games. For sixteen years, she didn't pay them any attention. A change occurred when she was reaped, and when she was later crowned the victor. However the wheels in her mind didn't pick up any speed until the 74th Games, when she found out that the 8's reaping was rigged to ensure that her best friend Thalia would be reaped.
Aren't they all dead??
Who? The 74th Tributes? No. We’re all very much alive and living just fine in District 14.

We are still remaining hidden from the Capitol; the rest of Panem. Although I do not know what Mockingjay events you are talking about since the 74th games ended only about 6 months ago.
