new canonical purpose for numina
she's basically an ai personification of that part of skaia that decides which planet/when a planet is advanced enough to have its sburb players enter their session
(this takes it as a given that all planets are considered for the opportunity to have their dominant species play sburb and skaia retroactively seeds that planet for the session once it decides that this is the planet that will be destroyed to facilitate entry)
both of them are offshoot spectral ai systems that tapped into/downloaded themselves onto skaia/the horrorterrors paradox space servers and gained their game-related functions that way
numen is the 'anti'-numina in that they are monitoring spectral society to see when the population/technology level ticks over to a point that any spectral could reasonably be expected to live past the destruction of the planet/its satellites when the spectral sblob session starts, and basically are there to make sure the planet will be blank of all life/sentient life by the time the exiles get there
