I wasn't just the hand holding that made it seem romantic to me, but also the sunset.

That whole scene in the OP, with the elements of the beach, the sunset, the hand-holding could easily be seen or read as romantic. Absolutely. 

I just don’t read it as that, due to what I know about Acchan’s and Katarina’s relationship from the Lights Novels/Manga. Nor do I think that’s the intention. But again, that’s just me.

If I saw that scene with Katarina and a different character, I would probably view it as romantically inclined.

Though, I will say, and I’m not entirely sure why, there is something about the scene alone that doesn’t make me think romantic. Maybe the way it’s “shot.” I can’t really elaborate further on why I think that, as there’s nothing inherently unromantic about the scene nor it’s elements. Sorry :)
