There are some good threads on it here and here that will explain it better than I can. I can summarize a bit, though:

Hori named a scientist character “Maruta.” This means “log,” but is also derogatory slang(? or a code word?) for the predominantly Korean and Chinese victims of human experimentation by the Japanese. This has seriously upset a lot of the Korean and Chinese fandom for obvious and completely understandable reasons. It’s super fucked up.

Maruta’s other name is “Shiga,” written in the same kanji characters for... either dysentery or some attempted biological warfare nearly enacted by the Japanese, or both? I’ve seen mixed sources on this and don’t know for sure what the details are, but it’s not good.

Bakugo’s original hero name was going to be Ground Zero (which in this context refers to the site where the first nuclear bomb was dropped in Japan). This is another subject I’ve seen really mixed reactions to and can’t accurately explain the depth of the outrage behind since I’m not one of the people affected by it. What matters is that people are upset and Hori’s been pretty tactless about the whole thing until recently apologizing.
