Off-Duty in Gotham (@ abandoned-in-gotham)
SHIELD operates all around the world but there are a few places they don't do much in. One of those places is Gotham, mostly because Gotham's particular flavor of crazy tends to stay contained within the city limits. There are a limited number of agents inside the city itself but they mainly tried to keep tabs on the constant shifting allegiances and keep the databases up to date.
So it's something of a place to go when agents want to be left the hell alone.
Phil, in spite of his better judgement, likes Gotham. To him, there's just something delightfully camp about it. Yeah, it's all the gritty parts of New York and Detroit plus some rich neighborhoods but there's something oddly honest about the crime, here.
And it's a place where Phil can walk through bad neighborhoods in a suit and gloves and no one pays him more than a glance. He goes from a feeb to a heavy. So Phil's gotten familiar with the gritty underbelly of Gotham, where the good restaurants and clubs are.
So that's where he is tonight, blending in with some of the nastier elements of the city, mostly relaxed (though watchful).
