How do things like Archon of Valor's Reach (cant be cast) interact with things that cant be countered? Like if i have an Archon looking out for instants, can my opponent still use Abrupt Decay?

They’re totally different things and don’t interact at all.

Countering a spell means specifically removing it from the stack and sending it to its owner’s graveyard with a spell or ability, and so that’s what “can’t be countered” prevents.

A spell that can’t be countered still can’t be cast if something like Archon of Valor’s Reach or Meddling Mage prevents that spell from being cast in the first place, though.

TL;DR: Can’t be cast effects prevent the spell from being put on the stack and can’t be countered effects don’t do anything until the spell is on the stack.
