For what it's worth, I don't think sam is more willing to work within The System than Steve is. That's just straight up the opposite of how they behave in the comics, and in the mcu there is less to go on i guess. But we do know that Sam is the first to break away in civil war (he literally chooses to be discharged rather than work with them), which says something.
I think the bigger difference is that Steve confronts powerful men with a full belief that he ought to be listened to. It's a kind of entitlement, but not a bad one, and we see he's been like that his entire life even when no one would listen to him. Sam instead talks to powerful men with the full knowledge that they don't want to hear him. He plays nicer because he needs to.
And he's conflicted about that. He's hyper aware of it and he's not happy about it.
Also I think part of the reason he always offers an olive branch is practical. Like, he's nice and kindhearted and all but it's also about not wanting to get punched, not wanting collateral damage etc. Steve is pretty much the same in that aspect of it. Maybe sam is like 20% nicer to badguys... but then also he'll stab them too so...
But yeah that's my character analysis about that
