As soon as they get their period! Unless they really don't want to of course. But unless there's some information out there to the contrary that I haven't read (which is possible), there's never... a wrong time to get on the pill. It offers a veritable spectrum of health benefits.

Like, I've known plenty of folks who started taking the pill at 13 or so and were still on it as sexually inactive 18-year-olds, because it can do wonders for acne and regulate your period and keep several ovary-related health problems at bay
