@aedeagus no, because pseudolegendaries have specific statistical patterns that are great but not exactly legendary status. Similar to ultra beats yes, but pseudolegends have specific stat distributions and other similar qualities whereas ultra beasts are don't and often can have some bizarre stats in some ways. they're similar but there is a difference
