aemond and alicent's dynamic is soooo tragic because from the first season you can see that aemond is clearly compensating for the lack of a dragon and bullying he faces by targaryenmaxxing. unlike his siblings he has great interest in valyrian and targaryen history, and he has already accepted the idea of marrying his sister because without a dragon, valyrian and "incest royals" is the marks for a targaryen. problem is the feeling of being an outcast and "weak link" never goes away, so he always feels slighted, he always feels threatened and alone. he is the most extreme targaryen figure, even more than daemon, and he has no allies and no loved ones left. this is why his reaction to alicent is so sad because alicent, until the end of season 1, was genuinely the only figure in aemond's life who actively showed love, protection and pride towards him. and because she is the only one to show that, he can't comprehend a figure other than someone like her mother loving him(hence the madam at the brothel and the weird mom-son relationship they showed). her mother's love is the only love he has, and because he is Targaryen Level Maximum he associates that love with not just familial, but also romantic love.
i don't think alicent groomed him, or even that she was a Boy Mom. alicent clearly supported him when he was young, literally draw a knife when aemond lost his eye, let criston train him to be the best, and trusted him enough to give him the task to find aegon. their relationship only starts to sour once luke is dead and alicent has the very common realization of "oh fuck, my son went through a lot and while trying to support him i also didn't prevent his violent tendencies and now he is a monster". their circumstances are so fucked up and you can see that while alicent was trying to both guard her son and raise someone who would be "partial to her", she accidentally created someone who would turn his back against her the second SHE stopped being partial to him.
