Based on what we know about Tobias, I don’t think so. He was likely abusive towards his wife and son, which probably This was the sixties and people didn’t care as much about abused people back then

I think not, only because if he had gone to muggle school I imagine he would have been bullied by muggle kids as well and that would have (hopefully) been mentioned. Plus it doesn’t seem like there are many kids in his neighborhood hence his only friendship being Lily so he probably would’ve had to travel to get to school and I don’t think his mother would have done that given her clearly neglectful behavior. But I do think she taught him in the most wizardly fashion to prepare him for hogwarts.

Hell no! It’s clear by his unkempt appearance and his hatred of Muggles (already!!!) that his parents didn’t give a damn. Tobias wouldn’t want some ninny boy and Eileen was too focused getting him to Hogwarts.

Ok, I kinda posted and ran so there’s a lot to consider. The first thing is: I have no idea how education works in UK. None. Which is why I can’t decide on a choice. Sometimes I do agree that none of his parents seemed to care much about him, so would they actually care enough to send him to school? But then I remember he knew all those things about magic and Hogwarts and the wizarding world in general, so it shows his mum did care enough to at least tell him about those things.

At the same time, I can’t see how that kind of attention (telling him about magic) could translate into his muggle side. Would she care about him going to school and learning things that have nothing to do with being a wizard? I don’t know.

His dad, otoh, would care at all? Or would he want to raise him like Petunia did Harry, trying to supress his magical side? Him not insisting Severus attend school would show he didn’t care about him, but would leave him to be educated solely by his witch mother. 

I mean, all the possibilities are equaly sad but, I just can’t choose.
