CeCe knew?

In Season 4 episode 25 CeCe says in the police station to Holbrook that she knows who killed that girl. Does this mean that she knows who killed Sara or Bethany(whoever is in the grave) Maybe she was just saying that to get Holbrooks attention or it really was true and CeCe definitely knows who killed that girl who is in Alison's grave.
