Biscuits are baked twice; the etymological root of the word is exactly that. If you break a rich tea in half you can see the different colour and texture at the surface of the biscuit compared to the centre. Cookies are baked once (word derived from Dutch for "little cake"). Apparently for some time there was much anguish on the other side of the pond over the method for baking biscuits, as it was a European secret, and all biscuits had to be imported.
