I've been thinking about Sarah's childhood recently... I haven't fully understood tmc lore yet, but as far as i can tell Mark's parents went somewhere with Sarah during the events of vol 1, but then they returned and found out that Mark is dead etc BUUUUT at the end of the vol 1 remake alternate Cesar changed his appearanse to Mark, and then i though, he must have done it for a reason... In short, my point is that this alternate had been watching Sarah all that time, just like he'd been watching Mark, and he'd shown himself sometimes, which might have led Sarah to believe that Mark was still alive... And perphaps this whole situation was the impetus to her to found BPS.

That's what I think, correct me if I'm wrong :'D
