This was written out with the assumption that wesker was infected with the virus early on in his childhood, but apparently he wasn't so , either capcom made a really big mistake retconning this or wesker is just a shitty ass character:
From a metaphysical perspective :
Wesker isn't human ( genetically, considering the progenitor virus he was infected with should have logically altered his DNA since he had developped superhuman abilities following his infection ) , therefore human principles and man dictacted concepts that function off the basis of human logic do not apply to the likes of him, this includes deadly sins like "greed" and ethics, like the concept of "right and wrong"
-> example: you cannot characterize a shark as "evil"
Wesker was psychologically groomed to not only think like a human whilst being devoid of a human consciousness, but trained to act like a superior version of it. He possesses the human understanding of a toddler, because that's probably the approximate period of time he got to experience life as one, the rest is just programmed values and a robotic reenactment of what it would mean to act and pose as a one.
Wesker cannot be designated as a person anymore : "a person is a human being regarded as an individual"
-> you cannot judge this character based off your own subjectified human based philosophical understanding of reality ( because as we may all know, embodying an objective mindset as a human is scientifically proven to be impossible, so even if you pry yourself on logically analyzing this character based off retrieved factual evidence , just as mine is your logic is very much tainted by individual based preferences , this is why i encourage you to take this post with a grain of salt , i am actively taking into account that the opinions i am expressing on here result from my own understanding of the character and might not be shared with nor agreed upon by your person ) individuals in this world barely understand each other even though we function off the same metaphysical properties , what makes you think you would be able to understand or even remotely grasp what wesker motives and intents were. He was created by human developpers working on a game that actively bend the limits of physical reality, even the very much humane characters set up in that game franchise are able to punch through boulders even though it's conventionally impossible. Resident evil isn't supernatual but it prones on horror based fictional elements, things are meant to be exaggerated and altered to psychologically taunt you on purpose. Sure you can take it up as a challenge and an opportunity to morally question your convictions as a human being, but that will be done on very much disproportionate grounds, just as stans take up highly supernatural powered anime characters as their role models knowing damn well that they wouldn't be able to take on the same natured challenges in real life terms. Which brings me to my next point, you cannot judge a character to whom you are unable to relate to, if you want to enact your moral judgement on someone, do so on the non biologically altered characters of the franchise, spencer , krauser , birkins and simmons are literally right there.
From a spiritual + metaphysical perspective :
Wesker cannot be categorized as "bad" nor "evil" , these are terms/labels that only apply to species possessing the free will to worship God , those species are prone to enacting moral mistakes : Good and evil are fundamental concepts that represent opposing principles, deeply rooted in religion that serve to dictate the nature of a worshipper's deeds. We need to tackle this from a religious perspective. Although born as a human, would wesker still be considered one in the eyes of God after the experiments he had endured ? His spirit might have still remained intact since only his physical body would have undergone those biological changes but we need to ask ourselves if God would even allow for one of his already perfected creations to obtain additional regenerative powers and superhuman abilities like wesker had ? The answer is obvious. God created humans as they were to be tested under the biological circumstances he mandated, superhuman strength, speed, stamina, and regeneration were not granted for a reason, they alter the human experience he planned for. There is a heavy disconnect between wesker's spiritual nature and physical nature , his entire existence is unnatural. He cannot be classified nor as a spirit or a human alone, he is something in between that is not meant to exist. -> We are dealing with a fictional sci-fi inspired medium, so abnormal occurences are to be expected, granted that the genre we're tackling ( horror ) is a genre of speculative fiction.
( Disclaimer, classifying this under the spiritual + metaphysical section since the theory of evolution does not apply in this instance, humans are not animals ) Wesker having sex and having a child born from sexual intercourse does not make him any more human, he's probably on par with animals when it comes to the act, and bases this pleasurable function off instincts alone which are biologically ingrained. His psyche is not on par with that of a normal human being's, so his psychological intents concerning the performance are completely dinstinct from ours in terms of social constructs. As his voice actor mentions, "I think for wesker sex and violence are the same thing so he isn't gender or even person specific , but he does light up around the people that challenge him, like the redfields". We are literally dealing with a character that finds a biologically malformed monster like human named tyrant fascinating and feels hurt and genuinely offended when chris makes fun of him for it. He's probably more on par with animalistic preferences than he is human.
Wesker cannot be compared to nor associated with any sort of satanical conceptual reinterpretation that exists on hand. It is logically impossible to demonize him since the act of demonization is the reinterpretation of polytheistic deities as evil and lying demons by other religions , wesker cannot be subjectified to those moral principles as we've already settled above, it would be more appropriate to associate those with actual human characters.
-> for example : ( disclaimer , this is going to sound satirical ) "Spencer is a demonic piece of shit ." It makes sense here to utilize this term since spencer's deeds can be dictated as evil natured.
To add onto this, not even Satan would want to reanact wesker's plans. If you study the Devil's intentions from a purely religiously theological point of view, he wants to tempt humans into acting upon "evil" deeds ( evil in this case means anything that goes against God's word ) so that they collect enough of those bad deeds to go to hell with him ( because as we all collectively know, satan is already predestined to go to hell regardless of what happens ) . I personally do not think , that it would be in his best intentions, for humanity to get eradicated, these are his pawns , it would probably upset him more than anything else. Satan would think wesker is crazy even by his standards.
From an attempted personal perspective of the character ( wesker's POV ) :
Wesker is subconciously ideologically tormented and he only gets the answer to the inner dilemma he faces when faced with spencer's revelation in RE 5. Let's just say that up until then, he'd been innately fuelled to pursue the eugenic influenced objective of enhacing the human race without the active knowledge of it. It's like a cat getting trained to act like a dog, it's not compatible. He was trying to break free from the anguish that it was causing him, cracking the code finally brings him relief but it's too late, the damage has already been done , he explodes, quite literally i think him getting injected by that extra dose of virus by sheva that causes him to become unstable serves as a perfect example of this.
Wesker describing himself as a God is in reference to his judgemental qualities, he refers to himself as a third party. He is not human, and is the only one of his species which logically allows him to take this stance. That's why he deems himself competent to enact judgement on the human race, just as God is impartial ( ≠ egoistical ) enough to do, unfortunately that is a very narrow minded interpretation of the entity, ( which is to be excepted from someone that doesn't possess the metaphysical properties to understand the concepts of faith and worship ). He probably saw our asses endlessly causing ruin to ourselves ( cycle of ouroboros ) and wanted to put a stop to it, similar to the three body problem in a sort.
"That right to be a God, that right is now mine" just serves as an analogy to represent wesker's reclamation of his free will, which he later uses to create a species of his own, like minded individuals that he could potentially coexist with ( via the use of the ouroboros virus ) . We could argue this was an attempt to finally anchor himself and stabilize his consciousness ( the facade he'd been maintaining up until now was just a temporary means to uphold a sane mind ) , he'd thus far had been raised and had lived in pretty abnormal circumstances ( in the sense that none of what he seemed to be spending his time on was consistent just inharmonious , wether he was aware of it or not ) this was his final straw and pursuing his plans for global saturation was his attempt at personal salvation. You could compare him to Frakenstein's monster in a way, unable to process why he was created, bringing the dead back to life being highly unorthodox , he longs for a partner, he longs to reunite with death, life as an experience is extremely disorienting for him, and he kills his creator in the process ( just as wesker killed spencer himself ) . This tracks with wesker's lack of self preservation overall, he doesn't hesitate to experiment of himself even at the expense of his own life and survival, it's like he's been conditionned to not care for his individuality, or other lifeforms in general , because he was never really alive to begin with.
