But HSB, Silva isn't the only mid-season villain to have no allegiance to the main ones! Why, just recently, Bunglay from Zyuohger came to Earth to hunt Cube Whale, and only briefly aligned himself with Genis for his own purposes.
That’s a very good point! There have actually been several villains with no real allegiance to the main faction beyond just Bio Hunter Silva from 1984′s Choudenshi Bioman.
As you mentioned Bangray or Bunglay or however one wants to romanize バングレイ from Dobutsu Sentai Zyuohger is a great example. Though he temporarily allied himself with the Deathgalien, he was only doing so as long as it benefited him and it was an incredibly short-lived alliance.
I have a soft spot for him as well because he was the villainous focus of the frankly great crossover episode with Kaizoku Sentai Gokaiger.
Of course, we could go back even farther to 1981′s Taiyo Sentai Sun Vulcan for the first example of a villain with no allegiance to the main faction. Amazon Killer arrived later in the series as other non-aligned villains and while she does work with the Black Magma organization, she is not loyal to them.
Instead, she is loyal to Queen Hedrian and is a surviving member of Hedrian’s Vader Clan, the main villains of 1980′s Denshi Sentai Denziman. Hedrian herself was resurrected by Black Magma and forced to work for them under the threat of death. Once Amazon Killer arrives, she has an ally who is also not entirely loyal to Fuhrer Hell Saturn and his robotic legions.
This is actually a bit ironic for Hedrian as she and her Vader Clan were destroyed from within by a later arriving villain who was not loyal to her or her group, Demon King Banriki.
I never meant to imply that Silva was the only villain with no loyalty or connection to the main series’ faction. He is simply a great example of that kind of villain and a great reason to watch Bioman.

There was another member but she did not appear until the sequel series, 1981′s Taiyo Sentai Sun Vulcan. That was Amazon Killer played by Yukie Kagawa who has previously appeared as Amazoness in Toei’s 1978 Spiderman series.

To be fair, this is a trap designed to make the slow-witted assistant cook at the Snack Safari think he's part of the Sun Vulcan team and those are Zero Girls 2-4 disguised with Amazon Killer as their leader but Sukehachi doesn't know that... or much of anything.
