Is there a reason they can’t be a brown race?

its not so much of that? (& word of god confirmed that rivaini are dark tan to ebony thus my insistence but not my main point, if you headcanon them as brown etc then whatevs go ahead)

it's just that literally the only non white humans are chasind and rivaini?? and thats far more problematic than anything else and white humans are still master race bc if u read uh idk i think it was the calling duncan had thoughts of "if only he had paler skin" before, being the son of a rivaini mother growing up in orlais

but back to me thinking that rivaini = black, producers/production team have said before that game lighting and mechanics made the dark skin look paler? and that they're fixing it with DA:I??? so its not like what im saying is unjustified or anything so isabela is really supposed to be darker but we dont see it because the game mechanism just sucks shit

and if we're going with rivaini = brown, (sorry for jumping around so much)

chasind(black) > rivaini (brown) > fereldens/orlesians(white)

savages > foreign > english/french 

and if you look up rivaini culture and see it from chantry views it'd be a heretic country because hedge witches actually allow themselves to be possessed, and how duncan has that kind of thoughts about himself, all of that contributes to the hierarchy of being "civilised" (used very loosely bc fuck white supremacy) and you can also see that it gets paler-skinned up the hierarchy.
