The oceans of the world are basically completely full of megafauna and the only close to civilized life are Merrows who act as pirates and who try to sink boats to get at the treasures inside. They can be reasonable but they don’t see a lot of value in having friendly relations with the walking treasure chests

Basically, Arazi is a very young world with rapidly advancing cultures. So while the cultures are bordering on firearms, the animals in the world are still fuckhuge. Sharks the size of whales and stuff in the sea, everything is sort of whimsical and magic. So like, you’d see a normal tiger sometimes but if the story called for it, it would not be unreasonable to meet their cousin, the ten foot tall Tiger.
