U-Um, sorry to bother you, may I ask about Luciano’s relationship with Flavio? How would Luciano react to finding someone torturing and berating Flavio?
You're not bothering me at all! So like I don't usually write and I'm not really an heta request/ask blog but I will try to write for this one because it involves my favorite characters. And sorry if it's not so good or if there are a few grammar/spelling mistakes, english isn't my first language and like I said, I don't usually write.

First of all, I think luciano would feel it before finding his brother being tortured, since they represent two sides of the same country and they are brothers, both of them would feel it if something were to happen to the other one.
About their relationship, even though most of the time luciano might act like he doesn't care about flavio (I'm gonna go with that name) he actually does, and i can see family being very important to both of them. Luciano just fails to show that clearly. So yeah, in a situation like this luciano is going to be pretty livid and stressed out.
He would hunt down whoever dared to mess with his fratello, and make sure that they wish they were dead instead of falling into Luciano's mercy. He would torture them ten times worse then they did to flavio and all that.
After he is done with the culprit, Luciano goes into an emotional state, a side of him shows up that people never really see, he is worried for his brother, he cares for his brother in the bestest way he can, attends to his wounds and comforts his brother. Even though flavio might tease luciano afterwards about how caring and a softie he became for his brother.
After some time passes, everything turns to normal, luciano turns into the usual angry brat he is and flavio is his usual cheerful fashionista self. Even though it might seem like they don't care for each other that much, when times get rough, the brothers know that they got each other's backs.
