It needs access to storage so you can upload and record/take pictures, videos, audio. It checks for a wifi connection as well. It can also prevent your phone from sleeping, presumably, if you have a video playing. (I don’t use the application, I use the website, on my phone, so I don’t know.) It also has full network access so you can use the application anywhere, presumably.

The yoga app I referenced has only a few permissions because it has an account-based system and videos, so it prevents my phone from sleeping, it receives content from the internet so it has full network access.

Fitbit Coach. It’s a fitness application as well.
It doesn’t have quite as much, but it still has the ability to modify and read your storage and media contents. It also has the ability to prevent your phone from sleeping and has full access to network connections and wifi.

The FBI fitness application appears to be ABSOLUTELY no different from these. People just want to be paranoid and suspicious right off the bat because it has “FBI”, “storage”, “location” and “network connections” all tied together.
