As Talba is a member of the resistance - and as such, seeks to undermine the order and perfection that he and CLU have worked long and hard to build - Dyson’s immediate response is to despise her. He sees her as a threat, and would like her quarantined, in the Games, or derezzed– somewhere that she can’t cause any further harm in the name of Tron.
On a more personal level, though, she comes across to him as overwhelmed and afraid– a skittish “young” person that he, as a security program, has an obligation to protect. He feels that she may have been manipulated into fighting for the wrong side by the blind association of Tron’s name and symbol with heroism, and that she is likely loyal to Tron without knowing what he’s really like. It makes Dyson hate his former superior even more, that Tron would drag civilians into harm’s way and have them fight in his name to further his political agenda against CLU.

They’d given him a name, a brief description, and little else. But she looked like the program he’d been told to speak to, and so Ram sticks out a hand and hopes for the best.
“Name’s Ram. They, uh, said we’d be working together this microcycle?”
He still wasn’t entirely sure how he’d manage to work his way into the rebellion’s ranks so quickly - though it was a testament to how desperate they were, that they were willing to take just about anyone. Ram had no friends, no contacts on this system, and yet the “leaders” of the struggling uprising hadn’t even batted an eye when he’d shown up, disc in his hands and ready for any task he was given.
It had been small things, at first. Tests, he figured, to make sure he wasn’t playing a double agent. Now, though, he was being asked to go on partner missions. It was a step up, but although he was more than happy to be trusted, he was petrified of messing up.
“This is a restricted area– Take one more step and I will derezz you right now, program.”
