At the end of Inquisition or trespasser I can’t remember - you see that all the elves left or disappeared etc How do you think that went down? If it was them following Solas how do you think he convinced that many elves that he was fenharel to start with, then that they should follow him on some crazy plot to bring back their world etc Did he write them a letter? Did he trick them and they don’t know where they’re goin? Did he stroll up to their camp and brainwash them? What do you think! X
The right conditions for revolution are already set, he would just need to be the spark. Unifying oppressed individuals into a faction gives them power to fight back, he has led a rebellion before. We know he doesn’t tell much to any of his people, they work as independent cells with concise orders and specific tasks, for safety ( x, x ) . People don’t need to share values, agree on the process or end goal to play their part or subscribe to a cause, most of the time they just need an enemy, their reasons for fighting are their own.
As for the recruitment method I would guess it spreads as rumors do, he may reach out to specific people either through dreams or through trusted -probably also ancient dreamers- generals and task them with the recruiting process. He doesn’t need them to believe him, his pull may be a promise of freedom for some, of justice or vengance for others, a chance to resist is reason enough!
