2022 fits the dates in P5 as well, so it might take place in 2016 or 2022 I don't think ATLUS will make it on 2011 + they're using smart phones and in P4 they're not using smart phones xD

Actually, they do use Smartphones in the Anime, and P4G does strongly imply at least some of the characters have smartphones, since they’re using them to send E-Mails to each other (I know, it says “text-message” in the translation, but they’re explicitly E-Mails in Japanese, since nowadays barely anybody in Japan uses text-messages anymore, since E-Mails are free).

The only reason the original P4 didn’t have them use text messages was because when the game was in production, the dev team hadn’t yet foretold the huge boom smartphones would have in the next couple years. I assure you 2011 Japan was already well supplied with smartphones. 

But yeah, 2011, 2016 and 2022 all qualify as years it might take place in. However, 2022 just seems too far in the future and too far fetched to me.
