Hm I guess, in my attempt to play devil's advocate and to try and understand why the writers are doing this with her character now, you could argue that everything she did before was against people who were a major threat to her. Like, the grounders were a major threat, Mountweather was a major threat. But the people she killed here? They seemed genuine despite their criminal past. So it ends up being a harder hit for her. She's never been the one to pull the lever on innocents, like Clarke did at Mountweather. Like yea she saved her people but she killed little kids and Maya etc. This is her Mountweather, and the one way she can finally lay off Clarke about killing so many people.
Yeah, I get that and that is a valid argument to make. And I know you’re playing devil’s advocate, but I do have to bring up in season four when Raven was in charge of rationing and denied medicine to Floukru, even the child. Abby specifically asked for enough medicine just for the kid and Raven still said no. It can be claimed that this situation is different because they were already in a rough state and Raven thought that using the medicine was a lost cause, but the sentiment is still there. She denied them medicine that could have helped them to save it for when their people would need it later. She pulled that lever. She let a little girl die. It would have made way more sense to feel that guilt back then over right now.
