Well Hera frankly doesn't like Ganymedes himself in most texts outright refusing to ne served by him because he is a concubine of Zeus who took over the role as cupbearer

The myth while sad to us wasn't quite seen that way to ancient audiences, many of the gods practiced pedastry including Apollo, Poseidon, Dionysus and Hermes - even Heracles. There is no outright concise age given to Ganymede he is mostly described as a youth which could range anywhere from 12-18, even depictions of him in art vary as in vase art he is usually depicted as older.

His kidnapping was the main focus of shock but not so much because just like Persephones abduction (who was also a youth, specifically a maiden so 12-18 but most likely marriage age so lets say 15) it was approved by the head of the pantheon Zeus. The relationship between Zeus and Ganymede was even used as romantic comparisons from time to time
