Please note that this is probably going to be based off of personal opinions and preferences and personal headcanons. I am not going to search for information on most ships. Do not think that my opinion on a ship means that it is not valid or meaningful. If you have put work into making it believable or if you just enjoy it then you do you!
This is a REALLY interesting combination and could almost be Romeo and Juliet but both come across as too level headed for that - unlike Garen/Katarina, who are both either too passionate or hotheaded to think things through when it comes to love/emotions it seems. I can see it happening under very specific circumstances but on its own it wouldn’t happen simply because of their city-states being mortal enemies. This is just an opinion and if you can write the work for it then I support most all ships.

Wedding:
Who proposed? - Neither. Both of them see an imminent death for themselves and prefer to just be there for one another. However they might have had a private ceremony of joining of some kind for the two of them alone. It would be simple and only Valor would be their witness.

Sex:
Who is on top? - They switch
Who is the one to instigate things? - It comes to them naturally and not often. They’re both far too on guard and afraid of being discovered. Even without that they’re more into simple hand holding or just being together with one another.
How healthy is their sex life? - For them it’s fine - to an extent.
How kinky are they? - Straight missionary with the lights off | 2 | 3 | 4 | Might try some butt stuff and toys | 6 | 7 | 8 | 9 | Don’t go into the sex dungeon without a horse’s head
How long do they normally last? - They’re probably fairly quick about it when just sating urges but when they know they’re okay then it’s likely to be a few hours of playful foreplay before a good half hour of sex and then cuddling after.
Do they make sure each person gets an equal amount of orgasms? - Yes, they’re a fair partnership after all.
How rough are they in bed? - Pretty vanilla actually. Talon’s an assassin and rough stuff is fun but I can see him going for plain old sex as well.
How much cuddling/snuggling do they do? - Depending on where they’re at then it can be almost nothing to tightly gripping one another’s hands in public. In private I can see Talon draping himself against Quinn’s chest and vise versa.
Children:
How many children will they have naturally? - They would be terrified of this and try to avoid it until they were certain to be safe.
How many children will they adopt? - If they have a stable home, then I can see them getting as many as they can afford.
Who gets stuck with the most diapers? - Both of them
Who is the stricter parent? - Both are strict though Talon’s harsh upbringing in Noxus’ streets makes him come off as meaner than Quinn.
Who stops the kid(s) from doing dangerous stunts after school? - Both

Who is the more loved parent? - Quinn’s relative gentleness is appreciated but their kids know both of their parents love them and mean well. No child of their’s would be ignorant of the danger they might be in.
Who is more likely to attend the PTA meetings? Quinn. She’s seen in a better light than Talon most likely.
Who cried the most at graduation? - Neither but both would be incredibly proud.
