You say Hide isn't ashamed of his decision to offer himself up to Kaneki: why do you think he covers his face, then? Why do you think that he didn't immediately go back to Kaneki when Kaneki was allowed to become an investigator?
I don’t think that Hide is ashamed of offering himself up to Kaneki because we’ve been consistently shown the lengths to which Hide would go for Kaneki. He knew that offering himself to Kaneki was the only way he would be able to save Kaneki from dying and the only way he would be able to give Kaneki the strength to hold up against Arima for a while and ultimately prove to him that he was worth keeping alive. Hide knew what he was getting himself into, and I doubt it was a last minute decision either. He probably knew that there was a chance he would have to make this choice, and I don’t think he would have hesitated to do so if it was for the sake of Kaneki’s life. I don’t think he regrets his decision one bit, and he cares for Kaneki so much, I really can’t believe for a second that he would be ashamed of what he’s done for him.
Having said that, just because Hide isn’t ashamed of what he did for Kaneki, that doesn’t necessarily mean that he isn’t self conscious of the consequences he suffered. Obviously, his face is badly damaged and he knows it would draw a lot of attention to him. As gorgeous as Hide is, having half your face gnawed off probably isn’t a pleasant sight for most people, so it’s only natural that he would be self conscious of people seeing that and seeing the full extent of the damage that he suffered to his face. Not only that, but we know that Hide keeps personal matters very much to himself and doesn’t like drawing any real attention to himself; parading around with a scar that severe is bound to turn heads and get people asking invasive questions that would probably bring back some traumatic memories. Although Hide isn’t ashamed of his decision, that doesn’t necessarily mean that he’s okay with having his sacrifice out in the open for everyone to see and judge.
As for why he didn’t go back to Kaneki, I see two reasons for this. Firstly, it was incredibly dangerous for him considering the fact that the Washuu were after him. Getting involved with Haise would just over complicate things and put them both in danger. The second reason is the same one that everyone else from Kaneki’s past had for not confronting him; Haise seemed content with his life as an investigator, at least from an outside perspective, so disturbing that ran the risk of hurting Kaneki and undoing everything that he had managed to achieve. If those theories about Hide having made a deal with Arima to spare Kaneki are true, then going to see Haise would have just undone everything that he’d worked for.
So that’s pretty much my reasoning; Hide isn’t ashamed of his decision because he cares about Kaneki so immensely that I don’t think he’d hesitate to make a sacrifice for him like that again. However, Hide is also a very private person who probably wouldn’t be okay with with all the attention that his scars would draw to him, and I think it’s understandable that he feels insecure about them, regardless of how he feels about his sacrifice for Kaneki.
