to her knowledge, nimbra has never been in love. sure, she has loved and cared for people, but it's never necessarily been romantic. even the experiences she has had have been nothing more than fleeting, and not anything she's ever thought about for more than a day. however, in the more recent parts of her life..
she isn't.. sure, really. she's terrified. it's something so unfamiliar to her, so overpowering, even if it isn't quite love yet. however, it does make her feel similarly to the way she feels about her friends: that despite how scary it feels, how horrified she is to let her walls down, and to be open with someone.. it's something she wants to experience. something she wants to learn how to do, to let herself be vulnerable; because she wants that other person to feel the same way about her. to know that no matter their past, no matter what they've gone through in their life, who they are now is what's most important to her. she wants to show them support, to be the person they go to when the world is against them; and she truly wants that person to be that for her, too.

great question! probably a while, considering.. that's not something she's said to anyone in a really long time!
she would tell her parents all the time-- and rose was probably the only person she would have said it to in the guild.. then of course, there's crow. it's easy to say it to him, but it's not something that needs to be said. she knows they love one another through their bond, and the actions they show one another-- and i think, more than anything, that's how she would "say" it first.
through physical touch, from a pat on the head, from a hand holding another's. nimbra is definitely more of a "actions speak louder than words" sort of person, but she would absolutely take the effort to say it when she could. she wouldn't want her partner to feel like that wasn't how she felt, she's just learning to be vulnerable. but again, that's something she hopes to learn how to be with that person.
