It just occurred to me that this is an atronach forge recipe hint. I know they already have solutions - but what if it is a hint to look for alternate answers? #1 is red animal meat (2 pieces): Dogs, goats, mammoths, etc #2 is a deadra heart: not man nor mer #3 is a human skull: we are the sock that covers it, and the two lids are our eyes. Sure enough if you throw all this in the forge you get...well you’ll have to try it yourself and see, or cheat and look it up here.

Skyrim Tip: Crafting With The Atronach Forge
Underneath the College of Winterhold lurks...something you may not even know exists. Or at least, I didn't, until I stumbled on a random page on the Elder Scrolls Wiki (I've put 150 hours into Skyrim and yet didn't find this on my own. Cue shame spiral). The mystical Atronach Forge, speculated by some to have been crafted by the Dwemer themselves, exists to craft some of the rarer items in Skyrim, and can be a great source of Daedra Hearts and much needed Staffs and Scrolls.
The Forge consists of an offering box and lever, and functions much like the Horadric Cube from Diablo II. Among the more helpful recipes:
Staff of Storm Atronach
1 Broom
1 Void Salts
1 Orichalcum Ingot
1 Soul Gem (Greater or higher)
Daedra Heart
Sigil Stone (can be obtained with lvl 90 Conjuration)
1 Human Heart
1 Black Soul Gem
Void Salts
1 Salt Pile
1 Amethyst
1 Soul Gem (any)
If you want to experiment with some recipes of your own, an easy way is to quicksave, throw everything from your inventory into the offering box, and pull the lever to transmute. A recipe will only take the ingredients it needs, leaving plenty of room to experiment.
To reach the Atronach Forge, head to The Midden underneath the College of Winterhold by accessing one of the many trapdoors located on the facility. You should be able to find one not far from the entrance to the Hall of Attainment, on the left.
