After the death of her son, something shifted inside of her. The need to be something else, there was a darkness looming through her that she couldn't shake.
So when the Chinese came to her telling her that they knew that she wasn't Riley Eliot but in fact Tara Knowles-Teller, the woman that's on the run with to child, she didn't put up much of a fight, even if she din't want to become even more of criminal, she went almost completely willingly. Knowing that she was going to be able to tell Oliver. she started to distance herself. Tara blamed it on her trying to get over the grieving process. In a way that wasn't a lie. Training under China White was helping speed up the process.
