Did the chains prevent death from going into their true form cause I think that event must have put them in duress

Well, before that what prevented Death from going "avatar mode" was the golden rod Sol stabbed them with, and all the other rods to be precise. The chains helped a bit, draining Death's energy by using the magic infused into the world's core.

Death won't be able to use their true form for a little while though.
