hi if anyone can help me out with this, i would be so thankful aaah

so i recently downloaded ps cc 2019 since i got a new computer and i was trying to make a gif but something is wrong? i cropped the gif and now im gonna resize it using the ‘image size’ option, BUT when i do resize it to 540px, it looks WAYYYYYY too tiny (3rd pic). i did a test run with it and when i posted it, it looked blurry, despite being the correct sizing. even when i size it in the ‘save for web legacy’ thing, it looks like the 3rd pic. i can’t figure it out and idk why this is happening bc my ps cc 2017 was fine and resized everything correctly but ps cc 2019 is weird? 

also idk if anyone can figure this one out either, but when i try to place a frame or photo onto a document, it’s SUPER tiny? (4th pic) even when i try to copy and paste the image onto the document/canvas, it still turns out like that?

pls if anyone can help me out, i would be so thankful! i’ve been struggling with this for the whole day and im honestly so frustrated :(
