* Balnea were public baths built and run by private individuals whereas thermae were complexies built by state or by local administrations. The densely inhabitated Esquiline quarter had a large number of Balnea to meet the needs of the area open from morning to dusk, and frequented on daily basis by people from every class and social rank.
