You gotta raise your proficiency in areas for them to join you. I’m saying that cause you only mentioned supports. I would suggest googling it though if this isn’t the case.

Actually, B-support level has been repeatedly stated from multiple sources to override the requirements.  It may be that it’s not a complete override and you need at least some proficiency, but that’s literally the only possibility for someone like Mercedes or Raphael.  But Felix?  Fucker, I have a B-rank in Sword and 20 speed, how in the fuck are you not joining me right now?
