While none of the bats publicly share what their specific enthnicities are because doing so could make identifying them easier, I like to think they are all pretty open about being people of color.
Like a lot of American cities Gotham was built via the oppression of minorities and there is a lot of instiitutional racism, especially in the justice department. Batman & company is considered important and radical for not only actively combating police brutality & corrupt law enforcement but also for showing the citizens of Gotham that you don't have to be a financially well off white person to be a force for good.
I also feel as though it is important to note that Bruce doesn't just combat injustice as Batman. Wayne Enterprises is constantly loosing money due to its various community building initiatives. Wayne Enterprises funds schools, homeless shelters, medical care, etc for the lower income citizens of Gotham. W.E also pays its employess incredibly well, covers all of their medical costs and gives all employees a 4 day work week.
Bruce also spends his money endorsing political candidates that are progressive and want to change Gotham for the better.
Both Bruce and Batman are outspoken about the mental health needs of the city and do not approve of Arkham. However corrupt officials, the Court of Owls, Amanda Waller & her program, etc. serve as antagonists that stop Bruce from properly closing Arkham and putting a proper mental health program in its place
