I mean I guess Bilgewater served a decent purpose for being a midway/rendezvous point when it came to trading in certain places of Valoran. Depending on where they are. Probably without hassle of going from big nation to big nation. (Anyone else think they’d have a customs of sorts in each nation? Maybe Bilgewater has an easier customs system lmao)
I’d say that the trading hub was something that came a bit after the settling and founding of Bilgewater.
Bilgewater’s worldwide trading hub is actually a separate docktown that remains mostly isolated from the true town, known as The Gilded Docks. Ironically, many are allowed to pass through and trade without much worry. However this was only because of a parrley orchestrated by the Reaver King. In exchange for a generous percentage of the trade hub’s earnings(While at least leaving the trading hub enough money to be steadily efficient. The Bounty Hunter guild also sometimes supplies gold if they are in need.), Gangplank and his men will not meddle with “most” of their affairs(Black Market trades and the like is an example of meddling. Aside from straight up plundering and ransacking businesses). Even when you think such a place in Bilgewater is free from Gangplank’s influence, he still had a hand in it somewhere.
When it comes to foreign policy how do the Blue Flames Isles interact with other major countries and cities? And how far does its influence reach? ( If something were to happen there , how would it resonate on the rest of the world)
I feel that Buhru and other civilizations in the Isles that haven’t been brought to light(Really anything that’s NOT Bilgewater) are very adamant on keeping themselves isolated from the rest of Runeterra. Many feel better off concerning themselves with their own culture and faith that trying to involve themselves with outside affairs can potentially ruin their grounds.
This was already evident in relation to Bilgewater’s founding. Many Buhruns opposed any settlement or meddling of their sacred lands and many are still very bitter about Bilgewater being there. As shown in Illaoi’s story, many hope the Harrowing destroys Bilgewater. Probably so that they can reclaim their lands.
Anyway Bilgewater is still a very young nation compared to the others. So efforts to explore and learn about the rest of the Isles is difficult, but likely going at a very slow pace thanks to Illaoi being one to stray from Buhru’s isolationist tendencies. Few scholars have defnitely taken interest in Buhrun culture and desire to know a lot more.
As a whole I don’t think any events in the Blue Isles really affect the rest of Runeterra in any way and vice versa. Aside from being a central merchant/trading hub, Bilgewater’s interactions with other nations have been very sour thanks to Gangplank. I think Noxus has a beef with them the most (since you know, the Leviathan being taken from Swain). I’d say during the Noxian-Ionian war that Noxus definitely hired many Bilgewatians to help with their attempt at conquest. That’s about the only main source of interaction with Bilgewater and the rest of world. (Which isn’t really in much of a good light)
Speaking of yordles in Bilgewater, I’d always imagine them to live in their own little community. Probably called Yordle-ville or something to that effect.
And thanks to just talking with Evi: Given Bandle City’s relations with Bilgewater, any Yordles that inhabit Yordle-ville are usually called ‘squatters’ by other Bigewatians. The intention is rather borderline derogatory.

Given Bilgewater gets pretty much the worst of the Harrowing, do you think there are any precautions/preparation that Bilgewater takes? This is of course not in the case that it's a huge mess like it is now.
The precautions are fairly standard.
Arm up those willing to fight, barricade important buildings and things.
Some smaller ships are sent out to scout for the Black Mist and try to come back alive upon sighting it.
They also retrieve the Serpent Callers since having a Serpent fight one year proved to be effective.
Are there some celebrities in bilgewater?
Well other than the “Champions” of Bilgewater, there’s a few popular Bar Maidens that go between the taverns each night for solely entertainment purposes.
Probably a few famous Monster Hunters. You know, men who like to play up their profession and seem like the best damn thing since sliced bread.
Do you think there's any sort of authority in Bilgewater, or is it just self policing by whoever has the biggest gun.
Pre-Burning Tides it was obvious that Gangplank held the reigns and called the shots. Secondary command came from Dock gangs and crews. (Jagged Hooks, etc)
The Bounty Hunter’s Guild is a shitty excuse for trying to be the “law” or “authority” in town (Though some people like Sarah take it to heart), even if it was established by a third party in an attempt to control it.
Post-Burning Tides is a HUGE FUCKING MESS. It’s actually more or less like you said. Whoever has the biggest gun and can kill the one who’s “in control.” At least until Gangplank or Sarah tries to re/claim the spot.
