If I may add, I think Deltoid being a full-on creep in the movie (he was obviously written to come across as one) fits the themes of the story well. The whole 'violence makes violence' thing? The cycle of abuse? The droogs' behavior in their own little microcosm being a reflection of what the government is willing to do (and does) to its own citizens on a larger scale? Alex being another link in the chain of violence, abusing people, possibly as a way of reacting to his own abuse?
Not justifying his actions obvsly, but the assault(s) by Deltoid would explain why he is so nonchalant about sexual violence. It's all speculation since we don't know any of the characters' backstories, but it wouldn't be a stretch to assume that Alex isn't the only victim of SA, considering the behavior and overall state of the boys (both Alex's and Billy's gang). They're out all night, likely all skipping school, engaging in criminal activities with no caring and/or capable adults ever being in the picture-- it's safe to say no one's looking after their welfare. And since they're all lower/working class, by the looks of it, society doesn't bother providing support, probably writing them off as lost causes and 'lowly prols doing lowly prol things'.
The chance of authority figures like Deltoid abusing their power and subjecting them to SA (among other things) is therefore likely.
So yeah, I think Deltoid is a good character in the sense of representing the types of adults who work with disadvantaged youths specifically for the power trip, knowing they can get away with near-everything because no one will believe the victims, or even care about them. It's something I don't see the fandom discussing enough tbh. Probably because the prison/ludovico arc takes the spotlight for the topic of authority-issued violence, eclipsing more common horrors like Deltoid.
