중국, 미국 정부 반도체 규제에 대한 해결책은?

- AI칩 제조자 비런테크놀러지 가장 큰 타격받아

미국 정부가 중국 반도체 수출을 전면 금지한 이후, 중국 내부적으로 해결책을 강구하고 있다. 미국은 지난 8월 26일 중국 AI 반도체에 대한 수출 규제를 시행했다. 국가안보 위협이 이유였다. 이후 약 한달 뒤인 10월 7일, 중국에 반도체 장비까지 수출을 규제하는 방침도 추가 발표했다. 중국 반도체 시장 숨통을 끊을 정도다.

22일 (현지시간) 인도 경제 전문지 이코노믹 타임스에 따르면, 중국 정부가 직접 나서서 해결책을 찾고있다. 지난 주 중국정보기술산업부 (MIIT, Ministry of Industry and Information Technology)는 양쯔 메모리 테크놀러지, 다닝정보산업을 비롯한 자국 반도체 기업인들과 긴급 회의를 가졌다. 미국 반도체 규제 정책에 대한 피해상황을 확인하고 돌파구를 찾기 위함이다.

미국 반도체 규제 정책에 가장 큰 타격을 입은 업체는 중국 AI칩 스타트업 비런테크놀러지(BIREN TECHNOLOGY)다. 지난 4월 중국에서 연산량이 가장 큰 범용 GPU 칩 'BR100'을 발표했다. 자체 개발한 칩 아키텍처를 기반으로 대만 TSMC 7nm공정을 이용하여 BR100을 양산할 계획이었다.

하지만 비런은 물론이고 TSMC까지 난관에 부딪혔다. 미국 제재대로라면 TSMC는 비런 반도체를 양산해서는 안된다.

미국 바이든 행정부의 가장 공격적이고 위협적인 제재에 중국의 대안은 아직 불분명하다. 이달 초 미국은 중국에 반도체 칩을 포함해 제조장비까지 판매 제한한다는 전면적인 규제를 발표했다. 중국 반도체 산업의 근간까지 공격한다는 의미다. 이에 대해 시진핑 주석은 미국이 중국으로부터 기술우위를 점하기 위한 수라고 해석했으며, 중국이 반드시 우위를 점할 거라고 다짐했다. 하지만, 구체적인 언급은 피했다.

China summons chip firms for emergency talks after US curbs

The Ministry of Industry and Information Technology has summoned executives from firms including Yangtze Memory Technologies Co. and supercomputer specialist Dawning Information Industry Co. into closed-door meetings since Washington unveiled measures to contain China’s technological ambitions MIIT officials appeared uncertain about the way forward and at times appeared to have as many questions as answers for the chipmakers, people familiar with the discussions said.

Now TSMC may have to stop working with the startup under Biden’s regulations, and no company in China has the capabilities to replace it.

Biren declined to comment on the discussions but said in a statement the company was operating normally, and it determined the curbs would have no impact on their business after checking with lawyers.

Dawning Information representatives didn’t respond to requests for comment.

But the company said in a filing last week it was evaluating the longer-term impact of the sanctions “Biden’s new chip export controls are a huge blow to the CCP’s science and technology ambitions,” Jordan Schneider, an analyst at Rhodium Group, wrote on Twitter, referring to the Communist Party.

Officials haven’t indicated whether they were considering measures to retaliate.
